C'mon Microsoft - who is using XML paper anyway?

Since I live just outside of Oslo, I was pleased to see that Microsoft announced a projected code named “Oslo”. Another related announcement was the service virtualization project Managed Service Engine v6.2 (How on earth can they have a version 6 of something that was just announced?)
Service virtualization is a something that is of interest to me, so Í headed over to CodePlex to take close look only to find that Microsoft had found a golden opportunity to push their “PDF killer” XML Paper Specification. Apart from Windows Vista, which uses XPS as the spooler format, who on earth uses XPS?
To view an XPS document you need to either use Windows Vista -or- use Internet Explorer 7 -or- use Windows XP and install XPS essentials. I don’t run Vista or Internet Explorer, but I do have a stripped to the bone Windows XP guest OS in Parallels to run Visual Studio. Still, I’m way to lazy to start Parallels and install software to read a single document. Why not use a widely recognized format like PDF or Microsoft Word? After all, I do believe that the Services Engine team want people read what they’ve written.
